countries have better success with renewable energy projects than
others. The report, Renewable energies: success stories, is intended to
help expand the use of renewable energy sources and contribute to efforts to

BC Hydro withdraws PAGP application charges EAO of "legally flawed" process

In short, the Project Proponents believe that the PAGP review
process has been unfair to the Project Proponents and has been legally flawed
in a number of respects. This flawed process has allowed those opposed to
PAGP to drive the agenda of the PAGP Project Committee. As we indicated
in the PAGP Application for a Project Approval Certificate, there is an
urgent need for additional power on Vancouver Island. That additional power
must be available by the 2004/2005 winter season. It is clear that we cannot
meet that schedule with this lengthy and expensive review process and we
hereby formally notify the EAO that we are withdrawing the Project
Proponents' Application for a Project Approval Certificate at Tebo Avenue,
and request that the EAO put the Project Proponents Application for a Project
Approval Certificate on hold while we assess our options. "

Power glut may doom new plants - 31 proposed generators probably not needed

Sacramento -- A state agency created earlier this year to
finance new power plants as insurance against electricity shortages has halted
negotiations with companies that want to build natural gas-fired generators.
Thirty-one proposed projects ... have been held up as officials ... determine whether the plants are needed.
The authority is instead focusing on financing renewable energy projects, such
as wind farms and conservation programs.

cables. Why not generate power near the load? Because of air quality restrictions, the price of land, and opposition
to the construction of power plants and overhead transmission lines. Why submarine cables?

Firms unveil $13 billion Alaska Highway pipeline plan

North America's biggest pipeline operators announced Thursday they
intend to build the Alaska Highway natural-gas pipeline to connect the state's
resource-rich North Slope reserves with the rest of North America by 2008.
The announcement was made by Vancouver's Westcoast Energy Inc. and Calgary's TransCanada PipeLines Ltd.

Suzuki Foundation in a formal submission to the BC Energy Task Force.
The Suzuki Foundation's report, presented to the province today,

This is the WRONG way for our energy policy to be heading, and we need
everyone to say so. More accurate load-forecasting, coupled with far greater
energy efficiency and the use of renewable energy from wind, micro-hydro,
biomass and ground-source heat would do the job in a much more ecologically
and planetarily responsible manner. Apart from anything else, new natural
gas wells have not been delivering the goods in sufficient quantity, and
there may not be enough for North America's demand beyond 2010.

Hydro is presenting on successful consultation, using the GSX experience as their case study. Sheesh! They

There are no appointees with deep roots in the natural gas producing or
transporting business, and none with professional backgrounds directly in energy issues.
All in all, it appears to be a board that can steer Hydro in the right
direction, if they are permitted to do so. That is their
challenge. Of previous and present corporate relationships of the new board, these related companies
donated over $360,000 to the Liberals from 1996-1999 (ref).

I am surprised at the relative weakness of technical detail in the air quality
impact assessment portion of the application. This project deserved a thorough analysis so as to convince
regulators and public that its air quality effects will be within acceptable limits. The application does
not convince me of this, neither does correspondence from the applicant convince me that they are serious
about the need to be critical in their own assessment of environmental impacts of their proposal.
