Critics Say Pipeline May Punish Consumers

Campbell promised renewable energy sources, more independent power projects and to stop economically unjustifiable megaprojects. Jaccard claimed that Campbell won't be able to accomplish any of this if the GSX pipeline proceeds, because the unused capacity of the project will dictate future electricity -supply options. BC Hydro withdraws PAGP application
charges EAO of "legally flawed" process

In short, the Project Proponents believe that the PAGP review process has been unfair to the Project Proponents and has been legally flawed in a number of respects. This flawed process has allowed those opposed to PAGP to drive the agenda of the PAGP Project Committee. As we indicated in the PAGP Application for a Project Approval Certificate, there is an urgent need for additional power on Vancouver Island. That additional power must be available by the 2004/2005 winter season. It is clear that we cannot meet that schedule with this lengthy and expensive review process and we hereby formally notify the EAO that we are withdrawing the Project Proponents' Application for a Project Approval Certificate at Tebo Avenue, and request that the EAO put the Project Proponents Application for a Project Approval Certificate on hold while we assess our options. "

The Neptune Project links existing and proposed generation in Nova Scotia and New Brunswick, including hydroelectric, biomass, oil, coal, nuclear and natural gas, to New York and Boston, via HVDC submarine cables. Why not generate power near the load? Because of air quality restrictions, the price of land, and opposition to the construction of power plants and overhead transmission lines. Why submarine cables? Because they are efficient.

Firms unveil $13 billion Alaska Highway pipeline plan

North America's biggest pipeline operators announced Thursday they intend to build the Alaska Highway natural-gas pipeline to connect the state's resource-rich North Slope reserves with the rest of North America by 2008.
The announcement was made by Vancouver's Westcoast Energy Inc. and Calgary's TransCanada PipeLines Ltd.
Six U.S. companies have committed to the Alaska Highway pipeline project: Williams Co., owner of the second-biggest U.S. network of interstate gas pipelines; Enron, Sempra Energy, PG&E Corp., Duke Energy Corp. and El Paso Corp.

The provincial government must cancel BC Hydro's natural gas strategy in order to address climate change and air pollution, says the David Suzuki Foundation in a formal submission to the BC Energy Task Force.
The Suzuki Foundation's report, presented to the province today, calls on BC to make renewable energy and efficiency the cornerstones of its energy policy - key elements to bring energy price stability, cut pollution and stimulate new job creation.

This is the WRONG way for our energy policy to be heading, and we need everyone to say so. More accurate load-forecasting, coupled with far greater energy efficiency and the use of renewable energy from wind, micro-hydro, biomass and ground-source heat would do the job in a much more ecologically and planetarily responsible manner. Apart from anything else, new natural gas wells have not been delivering the goods in sufficient quantity, and there may not be enough for North America's demand beyond 2010.

Having roused the ire of just about every community they've brought their GSX proposal to, BC Hydro is presenting on successful consultation, using the GSX experience as their case study. Sheesh! They should bring some bridges along in case they find a sale or two.
This December conference in Vancouver is a significant gathering of government and companies in the oil and gas production and distribution business.  Keynote speaker is Premier Campbell.

Oil consortium, natives reach deal on proposed pipeline

In August, the Mackenzie Valley pipeline proposal was foundering on an inability of the proponents to reach an accord with native groups. The companies then told the federal government to "show leadership", and bring the first nations into line. Click here for more

2 companies, official plead not guilty in '99 pipeline blast

Of the eight new directors two are associated with companies involved in progressive energy solutions - Ballard and Xantrex.  Resource economist Nancy Olewiler is exactly right to help BC Hydro and the government develop a policy and tax environment conducive to a balanced and sustainable energy strategy (ref).  There are no appointees with deep roots in the natural gas producing or transporting business, and none with professional backgrounds directly in energy issues. All in all, it appears to be a board that can steer Hydro in the right direction, if they are permitted to do so.  That is their challenge.  Of previous and present corporate relationships of the new board, these related companies donated over $360,000 to the Liberals from 1996-1999 (ref).  Forest products is the most generous sector represented.

Williams will own and operate the GSX pipeline - maybe, unless Duke/Westcoast takes that project, too. Calpine will own and operate Island Cogeneration Plant and Port Alberni Generation Plant. And now Duke Energy will own and operate Centra Gas. With this acquisition, the US takeover of BC Hydro's natural gas electricity strategy is complete. Does this make any sense at all for the security, reliability, and economics of British Columbia's electricity supply? Of course not! Instead of the BC resource-based electricity business being owned and operated for the benefit of British Columbians, it has been turned into a profit-making venture for US shareholders. Is this what you want?

Air Quality Impact Assessment of PAGP

I am surprised at the relative weakness of technical detail in the air quality impact assessment portion of the application. This project deserved a thorough analysis so as to convince regulators and public that its air quality effects will be within acceptable limits. The application does not convince me of this, neither does correspondence from the applicant convince me that they are serious about the need to be critical in their own assessment of environmental impacts of their proposal.
