[GSXCCC LETTERHEAD] 28 September 2001 The Honourable Gordon Campbell, MLA Premier of British Columbia Legislative Buildings, Victoria, BC Dear Premier Campbell, The GSX Concerned Citizens Coalition requests that you order BC Hydro to withdraw its applications for the Georgia Strait Crossing Project (GSX) and the Port Alberni Generation Project (PAGP). These projects should not proceed before the conclusion of the energy policy task force and the development of a formal energy policy for BC. The GSX Concerned Citizens Coalition strongly agrees that BC needs a coherent energy policy. Energy strategy can critically affect environmental issues such as the health impacts of air quality and the impacts of global warming and climate change; it can also critically affect the health of BC's economy and its social well-being. GSX, PAGP and BC Hydro's natural gas strategy have not undergone a public policy review or received public approval. Clearly, the environmental assessment process of the BC EAO is not designed to address such policy issues. Neither would the federal review of GSX meet the need for a made-in-BC public policy review. Although GSX and PAGP were ordered by the previous administration, they can still reasonably be stopped. Therefore your government cannot avoid taking responsibility for them. Finally, the GSX Concerned Citizens Coalition requests that you order an extension of the time-lines for the energy policy task force. This is necessary to allow for a thorough examination of all relevant energy policy issues, including especially the risks and costs associated with greenhouse gas emissions and the growing international efforts to co-operate in their reduction.
