What you can do about 
the proposed GSX Pipeline


In Canada

On July 30, 2003, the Joint Review Panel issued their report to Canada's Minister of the Environment, David Anderson.  This report is an environmental assessment of GSX, and addresses only those issues that apply under the Canadian Environmental Assessment Act. (CEA Act).  Matters to do with economics, need, gas supply are not dealt with in this report, and will be discussed in any Reasons for Decision issued pursuant to the NEB Act.

The Panel is not authorized to make a decision under the NEB Act until after the Joint Review Panel Report under the CEA Act has been received by the Minister of the Environment and the government response to this Report has been received by the NEB.

Write to Environment Minister Anderson, as soon as possible, and let him know that the Panel didn't consider everything.  For example, the Panel chose not to consider evidence from Terasen that the existing pipeline to Vancouver Island can be upgraded to provide the required gas, and the Panel believed that they could not consider replacing the transmission line to Vancouver Island as an alternative to GSX.

Write to your MLA and the provincial government.  Tell them to stop ducking responsibility for GSX, gas-fired generation and BC Hydro's natural gas strategy.  Use some of the arguments presented above.

In the United States

The US Federal Energy Regulatory Commission (FERC) has granted approval for the US portion of GSX, September 20, 2002. 

Fuel Safe Washington was leading the intervention with FERC in opposition to GSX.  You may contact Fred Felleman of FSW at felleman@teleport.com

SAFE Bellingham was also active in opposing GSX. Contact Carl Weimer at carlw@re-sources.org

The Washington State Department of Ecology has opened a review process of its own to examine GSX.  This was triggered when DOE became aware that Terasen have stated that they have an alternative, all-Canadian, cheaper, and with no environmental impacts in Washington State.
