BC Hydro have posted the list of companies participating in the Call for Tenders process to provide up to 300 MW of firm capacity.  Their first appearance together will be at the Pre-Qualification Meeting at the SFU Harbour Centre on November 21.  They had VIGP "site visits" on November 17-20.
 
At least half of the entries here appear to be for VIGP.  Hydro is twisting the CFT into a sweetheart sale of VIGP.  Of the companies, some are signficant energy players - Brascan, Calpine, Comstock, EPCOR, SNC-Lavallin.  Most of those want to do a VIGP deal.  Others are small outfits who barely register on Google. 
 
VIGP is clearly not dead.  Not by a long shot. 
 
Nanaimo faces the double threat now of VIGP and Terasen's LNG tank.  Or, the Cowichan Valley will get the LNG tank.  Or GSX. 
 
The difference now, is the public are completely cut out of the process.  The hearings are likely all finished.  The BCUC said they'd review the results of the CFT on an "expedited basis". 
 
And the Campbell government is bringing in Bill 75 - The Significant Projects Streamlining Act, which will give the government the authority to declare the next steps in this sorry Vancouver Island power saga a "significant project" and it will simply bypass any further regulatory "contstraints" and bingo, construction will start.
