NOTICE OF PUBLIC HEARING
OFFICIAL COMMUNITY PLAN AMENDMENT BYLAW NO.2122
APPLICABLE TO ELECTORAL AREA C (COBBLE HILL)
NOTICE is hereby give that a Public Hearing will be held as follows to consider the above noted Amendment Bylaw:
DATE: Tuesday, October 10, 2000
TIME: 7:30 p.m.
PLACE:Pixie Hall (across from Cobble Hill Community Hall),3550 Watson Avenue, Cobble Hill, BC
OFFICIAL COMMUNITY PLAN AMENDMENT BYLAW NO. 2122 proposes to amend Electoral Area C Cobble Hill Official Community Plan Bylaw No. 1210 by adding the following new policies:
POLICY 3.4.1:
The Regional District supports the International accords regarding global environmental protection signed at Kyoto. Japan.
POLICY 3.4.2:
The Regional District supports the beneficial use of domestic hydroelectric power on Vancouver Island and so long as there is power being exported from British Columbia, supports the ongoing supply of hydroelectric power to Vancouver Island.
POLICY 3.4.3
The Regional District does not support the establishment of fossil-fuel or gas-fired power plants on Vancouver Island so long as domestic hydroelectric power is being exported from British Columbia.
POLICY 3.4.4
The Regional District discourages forms of energy conversion which involve the production of greenhouse gases such as C02.
POLICY 3.4,5
The Regional District supports the use of environmentally benign electrical power sources such as solar photovoltaic cells and wind power, among others.
NOTE: The purpose of Official Community Plan Amendment Bylaw No. 2122 is to establish environmentally responsible energy infrastructure and use policies for Electoral Area C - Cobble Hill.
At the public hearing, all persons who deem their interests affected by the proposed amendments will be afforded an opportunity to be heard or to present written submissions on matters contained therein, before representatives of the Regional Board. Prior to the public hearing, written comments on the bylaw may be faxed to (250) 746-4136, emailed to ds@cvrd.bc.ca or mailed and/or deposited at the Regional District offices up to 4:30 p.m. on October 10, 2000.
The public hearing on October 10th is to be held by Director R. Hughes, Director A. Bomford, and Director R. Spencer as delegates of the Board. A copy of the Board resolution making the delegation is available for public inspection along with copies of the bylaw as set out in this notice. Copies of proposed Amendment Bylaw No. 2122 and related documents may be inspected and/or purchased at the CVRD Development Services Department, 255 Ingram Street, Duncan, BC, from October 2nd to October 10th, 2000 between the hours of 8:30 a.m. and 4:30 p.m., Monday through Friday, except Monday, October 9th (being the Thanksgiving Day holiday).
